Social Security nursing allowance
It is common to think that long-term care insurance is only private insurance, but in fact, we are all insured with long-term care insurance through the National Insurance Institute. The National Insurance Institute pays those who meet the eligibility conditions, cash disability benefits, nursing services, or a combination of the two.

Nursing allowance - who is entitled to it?
Anyone who has reached retirement age and is in a nursing situation may be entitled to a nursing benefit from the National Insurance. That is if he meets the five eligibility conditions below:
- Residency and age: a threshold condition is that the insured is a resident of Israel who has reached retirement age (62 for women and 67 for men)
2. Place of residence : the insured must live in his own home or in sheltered housing. If he is in a hospital, there are additional conditions he must meet in order to meet this condition.
3. Nursing situation: the insured needs assistance in performing daily activities or requires supervision most hours of the day for his safety, or that of the environment.
4. Failure to receive other benefits: there are certain benefits that, if the insured receives, he must choose between them and the nursing benefit, for example, a special services benefit.
5. Income test: There are income amounts for an individual and income amounts for a couple, according to which it will be determined whether there is entitlement to a full benefit, a reduced benefit or if there is no entitlement at all due to the amount of the salary.
6 Levels of Eligibility
The nursing benefit of the National Insurance is paid as mentioned in money, nursing services, or a combination of the two. This is divided into 6 different levels depending on the degree of dependence of the insured, and for each level, the manner in which the allowance will be paid is determined. For example, those who are rated at level 1, can choose personal care at home, nursing services without personal care, cash benefits, or a combination of nursing services and cash benefits. On the other hand, an insured rated at level 2, will be entitled to 10 hours of care per week, without the possibility of receiving a cash allowance. In levels 3-6, the insured is again given the choice between receiving the benefit in treatment hours, receiving the benefit as money, or combining the two.
Procedure for Receiving the Benefit
The insured must submit a claim to the National Insurance branch to which he belongs. all the relevant medical documents testifying to his condition must be attached to abovementioned claim. In addition, certificates regarding the income of the insured and his/her spouse must be attached. If it is found that the insured meets the eligibility conditions detailed above, the National Insurance can make a decision regarding the long-term care claim based on the documents only, or have the insured perform a functional test at home by a representative on his behalf. It is an ADL test that includes 6 daily activities: eating and drinking, lying down and standing up, undressing and dressing, bathing, mobility, and control of the sphincters. This test serves to determine the extent of the insured’s dependence on others and to determine whether he is indeed in a nursing situation that qualifies for a benefit.
Is private nursing insurance necessary?
Therefore, we detailed how each of us, upon reaching a nursing situation, can be entitled to a nursing benefit from the National Insurance. Since we are all insured with long-term care insurance in this framework, the question arises, do we need additional, private long-term care insurance, as part of an insurance company? Well, this is a personal choice, having said that, this need arises from the fact that the nursing allowance provided by social insurance is very basic. As mentioned, National Insurance does not usually cover all the costs of caring for a nursing person and certainly does not include his medical expenses. Private long-term care insurance is intended to be a full financial coverage as we reach a long-term care situation, which will mean that we will receive a monthly allowance according to the terms of the policy, which should finance all our health expenses.
