How does the gradual process work?

The term “gradual” refers to the gradual process of attaining the desired status in Israel. Over time, the individual receives a more established status, until the desired status is obtained at the end of the process.

Applicants who begin the procedure at the Population Authority offices are in Israel with a type B/2 tourist visa that is valid for three months. In order to begin the process while abroad, the applicant must submit the application prior to arriving in Israel.

The submission of the initial application is a very complex process and is crucial to the continuation of the entire application process.

Applicants are accompanied by our office as they prove the center of their lives is located in Israel and we assist/advise them in all matters related to their application: forms, documents, passports/ID cards, passport photos, marriage certificates, affidavits confirming the validity of the materials, proofs of the nature of the relationship, proofs of the sincerity of the relationship, birth certificates, certificates of integrity, translation of the documents into Hebrew, as well as many other aspects of the request. All of this is done to ensure that the relevant materials are legally admissible and comply with the requirements of the Ministry of Interior.

Temporary B/1 visa

All documents are reviewed by the Ministry of the Interior, and additional checks are conducted according to the country of origin. The applicant and his or her spouse must undergo relevant security checks, as well as a check of the population and immigration records (for the applicant and the Israeli spouse). After all required documents have been submitted and deemed satisfactory by the handling officials, the applicant will be granted a type B/1 temporary residence permit for six months, during which additional checks will be conducted. The license will then be approved for a period of one year. This license permits you to reside and work in Israel, but does not entitle you to social benefits.

Temporary type A/5 Visa:

Assuming that all the documents have been received by the Population Authority, and that the checks, interviews, and investigations of the various parties have revealed no suspicions regarding the nature or sincerity of the marriage (or the applicant’s criminal past) the applicant begins the gradual procedure and will receive a temporary visa called – A/5, This visa also entitles the applicant to social rights in addition to the right to stay in Israel and work/study in the country.

In the event that the licensing officer is not convinced of the sincerity of the procedure/marital relationship, or if he discovers information that disqualifies one of the spouses from participating in the procedure, he may reject the application. It is possible that this may still occur even if the couple has been given sufficient time to submit the documents. A rejection or disqualification notice usually includes an instruction to leave the country within a specified period of time, as well as a report of the instruction to the relevant authorities responsible for deportation from Israel.
