Mobility allowance

The National Insurance Institute offers various benefits to individuals who are determined by the Ministry of Health to have limited mobility. The purpose of these benefits is to assist people with mobility issues to integrate into the community and live an active and independent lifestyle. Benefits include a monthly mobility allowance, loans for the purchase of a car and accessories, as well as towing assistance.

Who is considered to be limited in their mobility?

National Insurance medical committees determine whether an insured person is entitled to receive an allowance (or other benefits) due to disability. For those with mobility impairments, however, the procedure is different and the Ministry of Health must be contacted first, whose medical committee will determine whether the insured is limited mobility-wise and what the percentage of disability is. As mentioned above, only if the committee determines that the insured has a mobility disability entitles him to benefits, will he be able to apply to the National Insurance and exercise his rights. National Insurance must accept the Ministry of Health’s determination before this can be implemented.

To determine mobility disability, an application form must be submitted, and the applicant will be invited to attend a medical committee meeting. Based on a defined list of mobility disabilities, this will determine whether the applicant has a mobility disability. Accordingly, the committee will determine whether the insured is entitled to National Insurance mobility benefits, and if so, what type of benefits are available. The reason for this is that National Insurance offers a variety of benefits, and each benefit has its own eligibility requirements. Upon receiving the aforementioned determination from the Ministry of Health, the insured may contact National Insurance to exercise his rights. The decision of the medical committee of the Ministry of Health may be appealed within 60 days, and both parties have the right to appeal: the National Insurance Agency and the insured person.

How to submit a claim for national insurance

An insured who has been recognized by the Ministry of Health as having limited mobility, and whose relevant benefits have been established by the committee, should contact the National Insurance branch to which he belongs and file a claim with the mobility department. After reviewing the Ministry of Health’s decision regarding the insured, the National Insurance will decide whether to accept its determination temporarily, permanently, or appeal it. In the event that the insured disagrees with this decision of the National Insurance, he or she may appeal the decision to the Claims Committee of the National Insurance or to the Labor Court.

Allowance for monthly mobility

As of now, we have reviewed the procedure for recognizing mobility disabilities. The following is a list of some of the benefits that are available to insured persons who receive this recognition. The first benefit is a monthly mobility allowance, which is intended to assist the insured with mobility costs. According to the eligibility conditions established for each category, the allowance is paid regardless of whether the insured owns a vehicle. In accordance with various factors, such as fuel prices and car insurance rates, the rates of the mobility allowance are updated periodically. Additionally, a person with limited mobility whose distance from home to work and back is at least 40 km may be entitled to an allowance supplement.

Purchasing a car and accessories with a loan

There are several loans that may be available to those with limited mobility, including a loan to purchase a car, a loan to purchase car accessories and to install them, including a wheelchair lift for the car, and a loan to finance the taxes associated with purchasing a car. Additionally, the National Insurance Institute offers a driving learning program for people with reduced mobility who need a wheelchair and wish to learn how to operate a vehicle accessible to wheelchair users. There are eligibility requirements for each of the above benefits.

Towing services

If an insured with limited mobility purchased a vehicle using a standing loan from the National Insurance and receives a mobility allowance from it, they are entitled to towing services without having to purchase a new vehicle. National Insurance provides the towing company with a list of insureds entitled to roadside assistance services at the beginning of each quarter. When the insured uses the service, the towing company ask his check as for the guarantee. If the National Insurance determines that the insured is indeed eligible for towing services, the towing company will not collect the check.
